The Honourable Steven Fletcher served in the Federal Cabinet for five years and as a Member of Parliament represented his constituents in the House of Commons for over 11 years, across four consecutive terms. As Minister of State for Democratic Reform and Minister of State for Transport, he played a central role in shaping the framework for key social and economic programs.

In his Transport portfolio he oversaw several major Crown corporations including Canada Post, VIA Rail, the Canadian Air Transport Security Authority (CATSA), Marine Atlantic, Ridley Terminals and various Federal Bridge Authorities. He was also instrumental in establishing the Building Canada Fund — then the largest federal infrastructure investment in Canadian history.

Steven was a core member of key decision‐making bodies during the 2008 global financial crisis, helping ensure the continued viability of essential services and national infrastructure. He became the longest‐serving member of the Federal Treasury Board and contributed to numerous cabinet committees focused on Economic Development, Sustainability and Social Affairs. He also served as Parliamentary Secretary for Health and, later as Opposition Health Critic and a member of the Shadow Cabinet.

In 2016 Steven was elected to the Manitoba Legislature as the MLA for Assiniboia, where he introduced a record number of legislative initiatives by an individual member.

Today he is President of Fletcher Focus International, a consultancy providing strategic expertise in public policy, regulatory risk, natural resource development, environmental engineering, social policy and corporate governance.

Steven is a C4 quadriplegic, paralyzed from the neck down. He is the first quadriplegic elected to the Parliament of Canada and the first person with a visible disability appointed to the Federal Cabinet.
